TULARE, Calif. (KSEE/KGPE) - A man who demanded entry into a stranger's home on Monday was arrested after successfully barricading himself from both Tulare SWAT and crisis negotiators overnight, officials say.
Police say they received a call around 9:50 p.m. regarding a man armed with a pipe, banging on the door to an apartment and demanding entry to a home in the 2000 block of E. Cross Ave. in Tulare.
The caller, who had locked themselves in a bedroom, said the man broke the window to the apartment but they were unsure if the man was inside. Officials say, the caller's neighbors also phoned dispatch and said the man was screaming in the apartment complex.
Once officers arrived on scene, responding officers reported that the man, later identified as 40-year-old Isaac Herrera, had already returned to his apartment. They also determined that he had not entered the residence.
Officers quickly learned that Herrera had been acting erratically over the past few days, had vandalized property and was threatening tenants.
Officers also learned Herrera was employed as an armed security guard however, it was unknown if he was in possession of a firearm.
Crisis negotiators attempted to negotiate a safe surrender, but Herrera refused to come outside. SWAT was then called to the scene, but they left around 3:15 a.m. after being unable to reach Herrera.
Police say Herrera was finally taken into custody around 10:30 a.m. Tuesday, after Tulare detectives responded to his residence. Herrera was arrested and transported to the South County Detention Facility where he is being held on charges of attempted home invasion and criminal threats.
