Russian leader Vladimir Putin has told Turkish President Recep Tayyip Erdoğan that he sees the first draft of the US "peace plan", prepared jointly with Donald Trump's administration, as a possible basis for a "final peace settlement".

Details: Putin and Erdoğan discussed bilateral relations and diplomatic efforts to end Russia's war against Ukraine, particularly in the context of the latest US "peace plan", according to a Kremlin communiqué on the leaders' call dated Sunday 23 November 2025.
The Kremlin said Putin noted that the proposals, in the version Moscow had seen, build on discussions at a Russia-US meeting in Alaska and could, in principle, form the basis of a final settlement.
