FAIRFIELD -- NorthBay intends to operate a cardiac facility and a cardiac rehabilitation facility on Hilborn Road in Fairfield.
Additionally, it will have urgent care clinics in Rio Vista and Winters, which NorthBay currently rents from California Forever.
The Board of Supervisors on Tuesday gave its consent for the California Municipal Finance Authority to issue up to $20 million in tax-free bonds to cover the costs of purchase and improvements to the three Solano County properties owned and operated by HealthCore 2460 Hilborn Fairfield LLC, HealthCore 2458 Hilborn Fairfield LLC and HealthCore Rio Vista LLC, and leased to NorthBay Group and/or NorthBay Corp.
Supervisor Monica Brown was surprised and a bit taken aback to learn that NorthBay was renting from California Forever. She thought the development group had purchased the Rio Vista and Winters properties for NorthBay's use.
Solano County has no financial responsibilities in the deal.
In other action, the board:
* Approved a three-year, $450,000 contract with Occu-Med Ltd., funded through the Risk Management Workers' Compensation budget, for occupational medicine and examination services from Sept. 1 through June 30, 2028.
* Approved a $151,752 purchase order with Hart Intercivic to replace computers used in voting; and approved a $161,365 purchase order with KNOWiNK LLC to replace electronic pollbooks.
* Approved a $91,860 lease agreement with Contra Costa County for the use of equipment shelter space and radio tower facilities at Cummings Peak in Contra Costa County in support of Solano County's South Simulcast P25 Public Safety Radio System from Sept. 15 through Oct. 31, 2030.
* Approved a fuel supply agreement with World Fuel Services Inc. for aviation fuel for the Nut Tree Airport through Aug. 31, 2028. Funding for the recommended FSA will be from the Airport Enterprise Fund and offset by the sale of fuel to aircraft owners and operators. During fiscal year 2024-25, the airport purchased 113,272 gallons of fuel for $437,856, and generated fuel sales in the amount of $655,249. The approved airport budget for the fiscal year 2025-26 includes $650,000 for fuel purchases.
* Approved four Health and Social Services, Behavioral Health Division contracts including three contracts through June 30, 2026: $1.04 million with A Better Way Inc. for school-based prevention and mental health early intervention treatment services; $1.56 million with Yolo Community Care Continuum for licensed supportive services at the Mental Health Diversion and Adult Board and Care facilities located at the Beck Campus in Fairfield; and $91,667 with Medic Ambulance Service Inc. for transportation services of residents experiencing an acute mental health crisis. The other contract, through June 30, 2026, is for $4.1 million with Pacific Clinics for community-based mobile crisis services.
* Approved a $833 appropriation transfer recognizing unanticipated grant revenue from the 2023 Bay Area Urban Area Security Initiative.
* Approved a minor subdivision application dividing 41.17 acres along Rockville Road, 1 mile west of Fairfield, into parcels of 21.15 and 20.02 acres. New Williamson Act contracts for each also were approved. The applicants were Darlene Foon Lum, trustee of the Darlene F. Lum Trust, and Charles F. Lum Family Limited Partnership.
