* The Full Minimum Expenditure Basket (MEB) improved for the second consecutive month in November, decreasing by -2.5 percent from October, reaching a national Full MEB price of LYD 943.83. This improvement in observed consecutive months offsets an otherwise steadily increasing trend since January 2024, where prices now sit +15.32 percent higher compared to the start of the year.
* The eastern region Full MEB fell significantly by -4.1 percent to LYD 904.72, with only Benghazi (+2.2 percent to LYD 1,003) and Al Kufra (+1.75 percent to 1,123) experiencing price increases. Al Kufra continues to receive a growing influx of Sudanese refugees, maintaining upward pressure on market prices in the east.
* The western region experienced a decrease of -3.0 percent in November, with the Full MEB moving to LYD 975.72. Even with this decrease, the western region remains the most expensive region nationally. Efforts made by the Central Bank of Libya (CBL) towards resolving its internal crisis, addressing the nation's liquidity challenges and stabilizing the currency have positively influenced market prices, with the effects being especially noticeable in the western region.
* The Full MEB in the southern region improved marginally by -0.9 percent, moving to LYD 938.9, where prices fluctuated significantly across the southern region. Overall, non-food prices drove the Full MEB prices down, primarily due to improvements in cooking fuel (-22.6 percent decrease to LYD 17.17 per 11kg), rounding out a decrease in the Full MEB across all regions in November
