you may be right I don't know if they can ask to change the original provisional patent due to a typo/error at this point
the issue of whether or not a jury or a judge should decide if an error was obvious seems like a point they can contest on appeal. Between you and me it seems obvious that it was an error. On what planet would there be an advantage of not including C1 in the 048 patent. To me it was a clear oversight, so the appeals folks may feel the same way
