2023 Progress report: Implementation of the UN Plan of Action on disaster risk reduction for resilience - World

The 2023 Progress Report of the UN Plan of Action on Disaster Risk Reduction for Resilience summarizes progress towards achieving the three UN Plan of Action commitments and the 2030 Recommendations of the UN SLG, based on the Results Framework. It reflects on collective achievements, opportunities, challenges, and the UN system's capacity to deliver high-quality support to countries on disaster risk reduction (DRR), climate change adaptation and resilience building.

This analysis showcases considerable progress made in 2023 through the collective effort of UN organizations towards the UN Plan of Action's mid-term targets (2025), in parallel to the operationalization of the 2030 UN SLG recommendations. This includes, among other achivements, the increase in support given to countries with specific needs, the progress made in support through multi-hazard early warning systems, the progressively coherent and gender-responsive approaches, and the increased comprehensiveness of risk management.

The 2023 Progress Report also highlights priority areas of action where further engagement and collective action is recommended to advance the implementation of the UN Plan of Action, including leveraging the calls made by Member States in the political declaration of the High-Level Meeting on the Midterm Review of the Sendai Framework for Disaster Risk Reduction 2015-2030. Particularly through enhancing technical support to countries in the development and updating of their national DRR strategies, as well as increasing efforts regrading inclusion of climate and disaster risks and resilience-building in monitoring and evaluation systems.
